Cannot cURL to server in local network

my aapanel server ip XX.XX.XX.4, and I'm trying to make request to API that are located in another server in my local network with ip XX.XX.XX.2, i have tried to make API request using cURL via terminal & PHP curl_exec command and i got this response error.
