Please check whether the sending server can connect to the receiving server?
Execute the command on the sending server:
curl receives_aapanel_address
Check the API on the receiving server and check whether the API entered by the sending server is correct.
Check the whitelist on the receiving server to see if the IP of the sending server is in the whitelist.

1) I installed One-click migration beta 3.5 on the old server.

2) I created an API on the new server and added the ip address of the old server to the IP whitelist.

3) I disabled SSl on both servers.
