Unable to Connect

I have the error attached in the image, i tried to fix it by deploying the following solution but then my panel is damaged and won't open its unable to connect, please advise a solution.

mv /www/server/panel/pyenv/lib/python3.7/site-packages/OpenSSL /tmp/OpenSSL_bak
btpip install pyOpenSSL -I
bt reload

Hello, what information does it prompt that you cannot access? Use the command to check whether the bt service is running: bt status
If it is not running, try restarting the bt service: bt start

I access to the root using digital ocean account, i tried to run the commands and i got this

I have one question if you allow me.
I have one website directory every time i delete index.php file it comes back again, I removed the whole directory and empty the recycle bin and it comes back again once i create a new directory, any thoughts?

What is the content of this file? Was the file uploaded by a hacker?

The content is redirecting to another website

I even open the file and remove its contents save and close it, once I open the contents come back automatically, now I am afraid if my other websites effect from this, i have to find away and remove it
