Port 53 blocked by ISP, what to do?

I'm trying to set a test server but port 53 won't open for DNS, is blocked from ISP so I wonder how to use port 443 or 587 to handle DNS traffic, I read this is possible but I can't find my way out yet. What would be the procedure to implement DoH or DoT either on a LAMP or LEMP set up whatever is easier, any help is greatly appreciated. Thanks.

try to open port in your router first. some isp like mine runs a shared ip address using pppoe authntication to router or server. some isp provide dynamic IP which can be opened via router only. I dont know whats your scenario without examining... for emails you can use free email relay service. tons of providers out there for it.
