Error with Secure Connection to WordPress.org

I added a website that was running on Apache to aaPanel, which is now using Nginx. Now I am getting the following error in the backend of the WordPress site:

Please contact your server administrator.) in /www/wwwroot/xxx.xxx.com/wp-includes/functions.php on line 6114

Is this error known, and how can I resolve it?

Yes, I can connect to wordpress.org.
I am now to the point where I get this error:
Installation failed: Download failed. cURL error 60: SSL certificate problem: self signed certificate
I have already added the following to wp-config.php:
define('FORCE_SSL_ADMIN', true);
define('WP_SITEURL', 'https://wptest.wp-helping-hand.com/');
define('WP_HOME', 'https://wptest.wp-helping-hand. com/');
define('WP_HTTP_BLOCK_EXTERNAL', false);
define('WP_HTTP_SSL_VERIFY', true);
I have updated the certificates with:
sudo apt-get update
sudo apt-get install --reinstall ca-certificates
sudo update-ca-certificates
I have downloaded the root certificates manually again:
sudo wget -O /usr/local/share/ca-certificates/lets-encrypt-r3. crt https://letsencrypt.org/certs/lets-encrypt-r3.pem
I checked if cURL uses the correct certificate:
curl.cainfo = /etc/ssl/certs/ca-certificates.crt

I don't know where the error is.

Hello, is the SSL certificate used by your website domain name a self-signed certificate?

I use the Let's Encrypt certificates from aaPanel.
