problem with access website from localhost

Hello,
I installed aapanel on my local network server (192.168.0.1) , and added a website with the IP, and now it is accessible from the server and from connected pcs.
I have a problem which is when the network cable is unplugged for any reason, the server cant reach the IP address of the site neither 127.0.0.1 nor localhost.
How can I make the website works as localhost always, like xampp where the server is accessible through localhost, 127.0.0.1 and network IP when available?

Hello, 127.0.0.1 and locahost can only be valid locally on the server, referring to the server itself, which can be accessed regardless of whether there is a network or not.
If it is not the server itself, you can only connect through the network
