.user.ini wrong permissions

Hi,

When I install a wordpress installation my .user.ini comes with 755 www permissions, could be 400 root. The files are coming with wrong permissions too. 755 to directories and files, could be 644 to files and 755 to directories.
I think this was solved in the past, but I think it's wrong again.

I think that another people ask for more flexible permission and you changed again. Maybe could have a textarea to input the default permissions.
