Load balancer issue

In Ubuntu 24 when i try to add node to a load balancer its not saved and i keep get an error

ERROR: Configuration error
nginx: [emerg] duplicate upstream "portal" in /www/server/panel/vhost/nginx/upstream_portal.conf:1
nginx: configuration file /www/server/nginx/conf/nginx.conf test failed

Hello, what is the nginx version used? Can you view the configuration of the prompted file /www/server/panel/vhost/nginx/upstream_portal.conf?
Is there a duplicate configuration?

yes there is tow files

after switching to Nginx 1.25 "Data storage failure" then i got the same error

It is recommended that you use nginx version 1.24 below
