That sounds heavy for just installing fileinfo. With only 2 cores and 4GB of RAM, hitting 200% CPU utilization can easily overwhelm the server. It might not be the extension itself, but how the build process is running in the background.
A small pointer: maybe try checking system logs or running the installation step-by-step to see what exactly is consuming resources. Sometimes, even adjusting the build method or performing it in a lighter environment can make a difference.
