If adding a “?” makes the page load, you’re likely hitting a server-side or proxy cache on /administrator, so start by disabling any page cache at the server/CDN and in Joomla (turn off “System – Page Cache” and “Remember Me”), then clear caches and cookies and try again in a private window. In Joomla’s Global Configuration set Session Handler to “Database” and make sure the session tables aren’t bloated or locked; also confirm your cookie domain/path are blank or correct. If your stack was updated (web server, WAF/mod_security, or PHP), check that PHP sessions can write to their save path, and temporarily relax any new WAF rules that might be blocking admin POSTs. The fact that logout/login both misbehave points to cache or session handling, not credentials—fixing those usually restores normal admin access right away.
