Upload and download speed

I want to upload to a domain hosted on aaPanel
via FTP
and it is limited to 200k/s.
I already changed the configurations and nothing happens, I haven’t been able to make this speed go higher.
Even if I create a file upload script, it also takes a long time to upload.
The VPS has 500 Mbps upload and download.
I already ran speed tests and both upload and download are correct.
It only happens when I use FTP or when I use a PHP script.

It hasn’t been solved, I can’t find how to fix it.
The VPS has 500 Mbps upload and download — I’ve checked with a speed test and it reaches at least around 480 Mbps.
I have 150 Mbps and my internet is fine, no problems. I run speed tests and they work correctly. The issue is that the upload gets stuck at 200 KB/s with any FTP client or when uploading with a PHP script — the same thing happens.

This is caused by slow speeds between your local network and the server
