I had a similar issue before. In my case it turned out to be a network/DNS problem rather than Pure-FTPd itself. I'd check whether the server can reach the aaPanel download servers, then update the system packages and try the installation again. Also make sure you're using a supported OS version, since older releases can cause install failures. Hopefully that points you in the right direction.
