alma8 linux port problem

i'm using the alma8 operating system, I'm using the hetzner server center because it's up to date, I'm allowing the port from the frewall part of hetzner, and I'm also entering the port permission command via ssh terminal, but it doesn't open
firewall-cmd --permanent --zone=public --add-port=24165/tcp
firewall-cmd --reload

it is recommended that you check whether the server provider’s security group has open ports.

You can use the ssh tool or the server provider's VNC to connect to the server and execute the following command to check the aapanel status:
curl -k https://www.aapanel.com/script/aapanel_check.sh | bash
