Perl is needed. So we can switch between php/perl sites.
Not every site is php coded, there is A LOT of sites that coded in perl, old sites, but nobody want to rewrite it in php.
So anyway, as people says in this thread, perl is needed.
Best of all, as plugin, no need to add it to panel by default, just simple plugin
