Hot Link Protection Failed

Hi,
I have enabled Hot Link Protection on my site and its working as it should but one other site is using my video files on their via this way,
""https://externaldomain.com/vid.php?url=https://cdn.mydomain.com/123.mp4""

Video aren't playing on their site but their are able to download which shouldn't be as i have enabled Hot Link protection and also disallowed empty HTTP_REFERER requests.

Can someone help how can i block them?

Hot Link protection works fine. It's for embedding protection, not downloading.

You can try to make it harder for them to download, but not completely block them.

Thanks for the reply..

What i understand is downloading also should not work on their site as it should work when they have proper header of mydomain.com. So the person should only be able to download when its under right my domain not their domain.

But some how they have bypass it. Can you please how to make harder for them or else any way to block referral requests from certain site.?
