The issue was solved by Jose, i want to gracefully thank him about his time, effort and help. I contacted Jose over the e-mail, gave him credentials to SSH console and he fix the problem. If someone has the same problem as me (missing files of python) on the server, you should run command to overwrite the panel installation. Remember that overwriting the installation of the panel will not lose current settings and data. Hope this info will help someone with same problem.
