Cannot access PHPMyadmin either externally or thorugh locahost. .

Hello all, I am using an Ubuntu server and installed aapanel. Everything was working great except I cannot access phpMyAdmin at all. I can't access it through Localhost. I prefer to be able to access it externally.

I am getting

This site can’t be reached
131.153.160.82 refused to connect.

i can't seem to find the correct answer in the forums. I am pretty new at this Can anyone help?

ok so I learned that it is because I enable SSL on one of my sites. I also learned that If I turn on SSL on one of my sites then port 80 no longer listens for the other sites that are not protected by ssl. Is there a way to run both secure sites and non secure sites at the same time? am I missing something?

aaPanel_Jose i am using Ubuntu 20.0.4 Server. Using aapanel I am doing an apache server 2.4 I believe and phpmyadmin 5.0. PHP7.0. I'm still pretty new to web servers. This also done through a VMWare Cloud Director. I don' t know If I am missing a step or if this is normal. Pretty much what is happening is as soon as I enable SSL with the SSL certificates I got form network solutions on 1 site. Port 80 stops listening. but If I disable the SSL port 80 starts listening again. If it is an ubuntu problem which version of linux should I use. I still have a little time to change if I have to. this is all happening on the computer before it reaches out to the firewall.
