Hello, I'm getting a problem like this and I used this code for the solution.
sudo pip install plugin-loader


Requirement already satisfied: plugin-loader in /www/server/panel/pyenv/lib/python3.7/site-packages (0.1.1)

You should consider upgrading via the '/www/server/panel/pyenv/bin/python3.7 -m pip install --upgrade pip' command.

But the error still persists how can I solve it?

Now the panel is not working

This site can’t be reached IP refused to connect.
Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED
