Apache rule configuration error

Hi,

When I want to install Apache 2.4 it installs successfully but cannot be started.
When I try to restart it, I get an error, see the picture:

I also get this error:

I tried uninstalling Apache and reinstalling it but the problem is the same.
I used two types of "quick installation" and "compile" installation, but they also do not help.
I tried disabling SSL from the domain and starting Apache but it still doesn't help, the problem is identical.

I had the access log for the website turned off, when I turned it on everything worked properly.
