Have you turned on ssl for phpmyadmin?
Can be opened in the phpmyadmin manager

yes I have turned on ssl on phpmyadmin $cfg['servers'][$i]['ssl'] = true
too have turned on ssl on cpanel and yes I can open this from manager but show the error mentioned

I had the same problem just change the port from 887 to any. Seems 887 already in use with something else.
