It seems that Fail2ban version 1.10 has a bug where it can’t start properly right after installation. I experienced the same issue, but it worked fine after I first installed version 1.9 and then upgraded to 1.10. If you’re installing 1.10 directly, you might want to try installing 1.9 first and then upgrading.

Does the file exist?
Debian/ubuntu:
/var/log/auth.log

Centos:
/var/log/secure

If it does not exist, try restarting syslog
systemctl restart syslog

Or create this file manually
Debian/ubuntu:
touch /var/log/auth.log && chmod 640 /var/log/auth.log && chown syslog:adm /var/log/auth.log

Centos:
touch /var/log/secure && chmod 600 /var/log/secure
